Cabinet's nod for agri, environmental cooperation with Hungary, Portugal


HE Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani chaired the Cabinet regular meeting held at its seat at the Amiri Diwan on Wednesday.
Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi stated the following:
At the outset of the meeting, the Cabinet mourned the death of Oman's Sultan Qaboos bin Said bin Taimur who had made remarkable achievements for his country and made sincere and capable efforts to enhance joint Gulf action, serve Arab and Islamic issues and maintain security, peace and stability in the region and the world, praying to the Almighty Allah to have mercy on his soul and to inspire the royal family and the Omani people with patience and solace, and that the Sultanate of Oman to achieve more development and growth under the leadership of HM Sultan Haitham bin Tariq bin Taimur of Oman.
After that, the Cabinet reviewed topics on its meeting's agenda as following:
The Cabinet reviewed the views of the Ministry of Municipality and Environment, Ministry of Public Health and the Ministry of Commerce and Industry on the Shura Council's recommendation regarding the achievement of the National Food Security Program (QNFSP), and took the appropriate decision thereon.
It also approved a draft decision of the Cabinet to reorganize the central lease committee.
The draft decision includes the competence of this committee to inspect and estimate the rental value of lands, buildings and housing rented by ministries, public entities and institutions and other government bodies, in accordance with the principles and controls in which a decision is issued by the Minister of Administrative Development, Labour and Social Affairs based on the proposal of the committee.
The Cabinet also approved a draft decision of the Cabinet extending lease contracts for some places and parts of the places leased for other than residential purposes.
 Under the provisions of the draft decision, lease contracts shall be extended for some places and parts of the places leased for other than residential purposes. These places are subjected to the provisions of Law No. 4 of 2008 regarding real estate leasing existing on 14/2/2020, for a year beginning from 2/20/2020, unless the contract includes a longer period, or the tenant does not want to renew the contract, provided that the tenant is occupying the leased property.
Contracts for renting administrative headquarters of commercial companies, private legal entities engaged in trade, lawyers, accountants and engineers offices, veterinary clinics, offices of experts in agriculture, livestock and fisheries are excluded from the legal extension law.
Moreover, the Cabinet approved a draft decision amending some provisions of decision No. 36 of 2014 establishing the national committee for the Customs clearance system (single window), and a draft decision of the Prime Minister amending some provisions of decision No. 23 of 2016 to form the Coordinating Committee for Single Window System Management.
It also approved a draft decision of the Minister of Justice to extend the period for adjusting the conditions for applying the provisions of Law No. 22 of 2017 regarding the regulation of real estate brokerage works.
The Cabinet also approved a draft memorandum of understanding for cooperation in the agricultural field between the Ministry of Municipal and Environment in the State of Qatar and the Ministry of Agriculture in Hungary, a draft memorandum of understanding in the field of environmental protection and nature conservation between the Ministry of Municipal and Environment in the State of Qatar and the Ministry of Agriculture in Hungary, and a draft memorandum of understanding for cooperation in the agricultural field between the governments of the State of Qatar and the Republic of Portugal.

The Cabinet then reviewed the following topics and took appropriate decisions:

1. Results of the 58th meeting of the Trade Cooperation Committee and the 46th meeting of the GCC Industrial Cooperation Committee.
 2. Results of the 39th session of the Council of Arab Social Affairs Ministers.
 3. Results of the 35th session of the Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation "COMCEC".
 4. Results of the 25th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 25).
